ElevenLabs sits at the top of the audio category on this site, and it is one of the few AI services whose free tier is genuinely generous. Its music feature, Eleven Music, works on a free account.

But “can generate” and “can use” are different questions — and on this one, the official wording leaves no room.

Here is the line between free and paid, with the good parts and the catches both stated.

2. The free plan has no commercial license — official wording

The official documentation is unambiguous: the free plan “does not include a commercial license” and cannot be used for any commercial purpose.

“Commercial” covers more than people assume: monetised videos, sponsored content, anything you sell, and company marketing material all count.

What free does allow is non-commercial sharing, with attribution.

3. Music attribution is not the same as voice attribution

This is the item worth memorising. Attribution is required for content generated on a free plan (or while signed out), but music is called out as an exception:

  • General content (voice / TTS): include elevenlabs.io or 11.ai in the title
  • Eleven Music output: attribute by referencing “Eleven Music” when distributing it

So a free-plan background track on YouTube is not covered by putting elevenlabs.io in the title — music needs Eleven Music.

That is not our inference; it is the exception written into the official page.

The feature table lists “Music commercial use” from Starter upward — meaning US$6 a month buys the music commercial license.

For the purpose of “make this legal”, US$6 is a genuinely low bar. That is a real strength here: you do not have to jump to a tens-of-dollars plan just to get commercial rights.

5. Two more things worth knowing

1. What happens after you cancel?

The docs are explicit: content generated during a subscription can be used commercially indefinitely, while content generated after cancelling cannot — it falls back to non-commercial sharing with attribution.

In other words, the work you made during your paid months is yours to keep using. That is more generous than several comparable services.

2. Beta features are an exception — even for paying users.

The docs state that Beta service output cannot be used for any commercial purpose or in production, even on a paid subscription. If a feature is labelled Beta, keep it out of client deliverables.

6. Honest assessment

What is good

  • 10,000 free credits a month, no card required, enough to judge the actual quality.
  • A low legal threshold: Starter at US$6/month includes music commercial use.
  • Work made while subscribed stays commercially usable forever — cancelling does not turn your back catalogue into a liability.
  • One shared credit pool across TTS, music and cloning gives you flexibility.

What is not

  • The free tier permits zero commercial use, stricter than services that allow it with attribution.
  • Two different attribution rules (elevenlabs.io / 11.ai vs Eleven Music) are easy to get wrong.
  • Credits are unintuitive: roughly 1,000 credits per minute of speech, so 10,000 free credits is about ten minutes; music consumption is separate and the pricing page does not itemise its conversion.
  • The Creator first-month 50% off looks cheap, but renewal is US$22 — do not budget from the promo price.
  • The Beta exclusion is easy to miss and can bite on paid client work.

7. Three recommendations

  • Hobby use, unmonetised channel: free is fine — just attribute music as Eleven Music.
  • Freelance work or any ad revenue: go straight to Starter at US$6. It is the cheapest way to be legal; do not gamble.
  • High volume — a full soundtrack or audiobook: choose by credits, not by plan name. The gap between Creator’s 121,000 and Pro’s 600,000 usually matters more than the label.
